Small lesions , itchiness , and swollen + small bumps but is negative for herpes? What is it?

iv noticed small lesions around my vagina & under neath like paper cuts thay heal and come back again and intense itchiness and small bumps outside vagina now looking like healing but still itchy and was swollen the small bumps on outside is gone but now there some inside vag & it swollen & really itch ?? My gynecologist says test is negative for herpes what do u think I have could it really be bv ( bacterial vaginoses)??
