Permanent tooth not cutting through?

My 6-year-old has a very large bulge under neath her gums where her permanent tooth should be coming in. It appears that the tooth cannot cut through the gums and is possibly even stuck in there. Do we need to go to a dentist and have them intervene or will it cut through on its own? How long should I wait? Is has been like this for 2-3 months already.
